MEA is a charitable organization with tax-exempt status under section 501(c)(3) of the US Internal Revenue Code. MEA, Houston has awarded up to ten scholarships each year, since the year 2000. Government Of India Ministry Of Science & Technology, Department Of Biotechnology (Continuous Induction Program throughout year) invites applications for “Energy Bioscience Overseas Fellowships“, a re-entry scheme of the Department of Biotechnology, Ministry of Science & Technology, Government of India.
Scheme
1. The Department of Biotechnology has instituted a scheme- “Energy Bioscience Overseas Fellowship” for scientists of Indian origin who are working outside the country in the field of Energy Biosciences ( including Biofuels, Bioenergy etc.) Each awardee could work in any of scientific institutions/ universities in the country and would also be eligible for regular research grant through extramural and other research schemes of various S&T agencies of the Govt. of India
Objective
2. The scheme is aimed at bringing back scientists of Indian origin working out side the country in the fields of energy related biological sciences and other areas related to bioenergy, and who are desirous of pursuing R&D in an Indian institution.
Eligibility
- The applicant should possess a Ph. D in relevant areas and/or an outstanding track record reflected in publications and other recognitions.
- Only candidate of Indian origin working overseas are eligible to apply. Those who have already returned to India and are working in India are not eligible.
About the fellowship
- Energy Biosciences Overseas Fellows can take up fellowship at any of the scientific institutes/ university in India and the application should be duly forwarded by the competent authority of the host Institute.
- Selected awardees will receive a fellowship amount of Rs. 75,000/ pm (consolidated) and a contingency grant of Rs. 5,00,000 / year for purchase of consumables, minor equipment, international and domestic travel, engaging manpower and other contingent expenditure to be incurred in connection with the implementation of research project. However, the host institute/university where applicant proposes to work can consider giving additional benefits (e.g. HRA/housing, medical allowance, leave travel allowance and other benefits) as applicable to regular faculty.
- In case an awardee finds a suitable permanent position during the tenure of the fellowship at any research institute/ university, he or she can take up the job. In that case, he/she will have to opt for either the fellowship or salary. However, she/he can continue to avail the contingency grant with prior approval of DBT.
- Awardees are eligible to apply for research grants to any of the funding agencies. However, the Co-PI has to be a permanent employee of the host institution.
Duration
9. The duration of the fellowship will be for a period of five years. The duration of the fellowship will be for a period of 5 years. In exceptional cases, the duration of the award may be extended by another 5 years.

Principles governing the Fellowship:
Eligibility: Applicants will be Indians residing in India, above 18 years. Previously awarded fellows are ineligible. Preference will be given to applicants who have studied in government schools, where no fees are charged. (Studies conducted and CRY’s experiential learning with over 2000 deprived communities in villages and urban slums demonstrates that students attending government schools are primarily Dalits, tribals, girls and children from female headed and/or landless households.)

Language: Applicants may choose to work in any Indian language including English. Please clearly mention the language you plan to work with. As assessment of your application will be conducted both in English and your working language, please include an English translation of the proposal, CV and work sample.
Grant Sizes: Up-to 10 fellowships ranging from Rs.50, 000 to Rs.1 lakh will be awarded. Proposals above Rs one lakh will not be reviewed.
Essential requirements:
- A three-page proposal, explaining your topic of study, outlining the research question within a framework, proposed methodology, time schedules, a reading list of related literature/existing studies on the subject and a detailed budget
- A two-page CV
- A sample of your published or unpublished paper/article or any documentation done on a related theme. Proposals whose duration exceeds a year will not be reviewed
Selected fellows will participate in an initial workshop closer to May 2011 and a half yearly sharing meeting. CRY will sponsor travel, boarding and lodging for both these meetings. Short-listed applicants will go through a telephonic interview with the CRY assessment team.
Dissemination: Research results will be made available to activists, academics, development practitioners and interested general public through multiple fora, including language translations to influence the course of the debate on child rights and the best interest principle.
Ownership: While fellows will retain authorship of the final research report and content, all information and insights gathered will be open access and available to the widest possible numbers, for no charge. Fellows are free to publish the insights of their research efforts, with appropriate acknowledgement to the National Child Rights Research Fellowship and CRY.
If your proposal is part of a submission to any academic institution it will be ineligible as also if the fellow is already receiving funding for conduct of the research proposed. In case the fellow feels the need to expand the scope CRY will be informed first about the need for additional funds. Applications are invited for a number of Institute Post-Doctoral Fellowships (PDF) at the Indian Institute of Technology Madras.(IIT Madras). It is a temporary research position which may be offered for those who seek to choose research as a profession. The research work during the post-doctoral period can be in areas that are of interest, both to the post-doctoral fellows and the Institute.(Institute henceforth refers to IIT Madras) The presence of the post-doctoral fellows at the Institute will further enhance the research culture and output of the Institute and help promote inter-disciplinary research. It is a transition phase which can also help a fresh doctorate transform into an independent researcher before taking up a research career.
Eligibility
- Candidates with a Ph.D. Degree or who have submitted their theses for the Ph.D degree in appropriate disciplines and with consistently good academic record and research potential can apply for the PDF positions in any case within five years after completion of Ph.D.
- A detailed research proposal has to be submitted along with the application.
- At least two letters of recommendation/reference from peers regarding the research capabilities and other attributes of the applicant must be submitted along with the application.
- The candidates selected for the PDF will be pursuing independent research at the Institute. However, they will be attached to an appropriate Department depending on the post-doctoral research and will be associated with a faculty member of the department who will essentially perform the role of a collaborator.
- Candidates who obtained their doctoral degree from IIT Madras can also apply for the PDF. However, it is desirable that such candidates if selected will be associated with a faculty member other than their Ph.D supervisor/s.

Responsibilities
Apart from the research pursued by the Post-Doctoral Fellow , the services of the Post-Doctoral Fellow will be utilized by the department upto 6 hours per week for academic assistance in the departmental work including teaching, handling of tutorials and laboratory work.
Leave
The Post-Doctoral Fellow will be eligible for leave with fellowship not exceeding 30 days in a year for each completed year of the fellowship. The leave can be availed on a prorate basis for the duration (on a 6 months’ basis) of the Fellowship completed.
Post-doctoral Performance Assessment Committee(PAC)
The performance of the post-doctoral fellow will be assessed by the Performance Assessment Committee (PAC) consisting of the Head of the Department,(HoD) or his representative as the Chairperson, the collaborator faculty member, two faculty members (need not necessarily be from the same Department) in the area of research carried out by the fellow. If the HoD happens to be the collaborator faculty member, then one of the other two members of the Committee will assume the chairperson role. The PAC will meet every year to assess the performance of the post-doctoral fellow. The candidate should present a progress report detailing the research work carried out and research findings supported by reprints/preprints/manuscripts of the papers published/accepted for publication or communicated/ research reports for this purpose.
Termination:
If the Post- Doctoral Fellow wishes to leave the programme before the end of the tenure, he/she can do so with prior approval of the PAC giving one month’s notice. The fellowship may be terminated by the Institute if the performance/conduct of the fellow is unsatisfactory after giving one month’s notice to the Post-Doctoral Fellow.

Stream SP (Basic Sciences): Students enrolled in XI/XII standard, I/II year (B.Sc../B.S./Int. M.Sc.) in Basic Sciences and I/II year B.E./B.Tech./B.Arch. during the academic year 2010–2011 and have secured a minimum of 60% (50% for SC/ST) marks in aggregate in the X & XII Standard Board Examinations. Note for Students applying for Stream SP (Basic Sciences)
This has been started in order to recognize and encourage creative and innovative talent of youngsters. The project carried out as part of this application should be based on novel and innovative ideas. The project can be experimental or theoretical in nature. However, the project must show that the applicant is creative and adventurous, and ready to explore. The project should not merely reflect use of certain techniques or reporting of routine experimentation improvement of an existing product or a technique may be accepted provided such improvement involves original ideas and creativity. One may try to incorporate some addition to the design or practical implementation that improves an existing technique. The main criteria that would be followed for selection for the interview would be originality and innovation. Only after these criteria are met, the level of sophistication and the nature of the project would be taken into consideration.

Stream SP (Medicine): Students joining First / Second Professional year of MBBS program during the academic year 2010-2011. Students must have passed XII Standard Board Examination with 75% (65% for SC/ST) marks aggregate in Science subjects or passed First Professional MBBS exam with not less than 60% (50% for SC/ST) marks. A Copy of the Bio – Medical research project is required along with the application.

KVPY application requires the report of a project, chosen and executed by the applicant and supervised by a teacher/professional in the relevant field, to be submitted along with the application. Based on the performance in the aptitude test candidates will be called for an interview which is the final stage of the selection procedure.
SP (Basic Sciences) and SP (Medicine)
KVPY applicant is required to submit the project report, chosen and executed by the candidate exclusively for this application. The projects done jointly with other candidates are not considered for KVPY Fellowship award. Applicant’s creativity and originality should be amply reflected in the project. This project has to be supervised by a teacher/professional in the relevant field. Based on the project submitted and scrutiny of application forms, short listed candidates will be called for an interview, which is the final stage of the selection procedure. The interview will be conducted at IISc, Bangalore during the month of December 2010 or January 2011.
Please Note that applications without the project report will not be considered. The Wellcome Trust/DBT India Alliance is an independent charity registered in India. The India Alliance provides funding opportunities for biomedical researchers at three key career stages.
Applications are invited for Early Career Fellowships, for the most promising newly qualified postdoctoral researchers, to help them make an early start in launching their independent research careers, working in the best laboratories in India.
Purpose
This scheme provides a unique opportunity for the most promising postdoctoral researchers moving to India or within India, to make a start in developing their independent research career.
Candidates will be expected to identify an important biomedical research question, and to develop and deliver a personal programme to achieve their research aims. Fellows may normally spend up to 24 months outside the host institution, in other leading laboratories, anywhere in the world.
What’s included
The fellowship is for four years full time and provides:
* Personal support for the fellow.
* Research expenses (materials and consumables; animals; support to attend scientific meetings; and small items of equipment, e.g. laptop)
* Additional allowances (travel and overseas subsistence) for scientifically justified visits of normally up to 24 months.
It is strongly recommended that applicants utilize all the provisions of the scheme.
Support funds for research staff or equipment are not provided. It is expected that appropriate laboratories will be selected, and that the majority of the necessary equipment and facilities required for the proposed research will be available to the candidate.
Eligibility
You must be in the final year of your PhD studies or have no more than three years of postdoctoral research experience from the date of your PhD viva to the full application submission deadline. Time spent outside the research environment will be considered but has to be clearly mentioned in the application.
You must have shown significant promise in your scientific career to date and the potential to become an independent researcher.
It is necessary that your Fellowship research be carried out in a laboratory that is not your thesis laboratory. Exceptions would be considered however, the preliminary application would have to include a strong letter of justification from you and your thesis supervisor, explaining how continuing to stay in the thesis laboratory would help develop your independent research career.
You do not have to be an Indian national and need not have undertaken your PhD in India.
You may apply even if you already hold another Fellowship. However, please note that if awarded, you will be required to make a choice between your current Fellowship and the India Alliance Fellowship. The India Alliance does not permit Fellows to overlap their India Alliance Fellowship with any other national or international Fellowship.
Resubmission following consideration of full application is only permitted on the recommendation of the Early Career Selection Committee and is exceptionally rare.
The proposed research should fall within the India Alliance’s remit which is ″to support biomedical research that is relevant to human and animal welfare″.
Fellowships may not be taken up prior to PhD award. The fellowship must be started within one year of award.
Sponsorship and supervision
You must have an eligible sponsoring institution in India that will administer the fellowship for the full duration of the award. For the application, you will require :
- Fellowship supervisor in whose laboratory and under whose supervision, you intend to carry out your Fellowship project. He/she must have a contract of employment at the sponsoring host institution in India and have tenure beyond the duration of the proposed Fellowship. He/ She should guarantee you access to laboratory space and resources required for your project as well as provide relevant scientific guidance for the tenure of the Fellowship.
- Thesis supervisor in whose laboratory and under whose supervision, you carried out your PhD thesis project.
In addition, you may also have:
- External Supervisor in whose laboratory and under whose supervision, you intend to carry out the parts of your Fellowship project that would be done outside the host Institution. This supervisor may be in India or overseas.
If you are advised to make a Full application to the India Alliance we would also require a letter of support from the head of the host institution/department, who can guarantee that
- The institution supports your application and will administer the Fellowship in accordance with our Grant Conditions
- The institution guarantees you access to space and resources for your project
- If awarded, it would not expect you to perform non-research activities for more than 2 hours a week.

The fellowship encourages mobility by allowing Indian nationals who have undertaken their doctoral studies overseas to return to India and/or by allowing part of the fellowship to be undertaken in one or more leading laboratories within India or elsewhere for a period of normally not more than 24 months.
During time spent in other laboratories, candidates are encouraged to maintain strong links with their host institution and spend the final year of the fellowship in their host institution in India.

General Regulations
A Rhodes Scholarship is tenable at the University of Oxford. Confirmation of the Scholarship at election is however, subject to the Scholar-elect’s acceptance by a college and by the concerned faculty in case of a research degree. Election to the scholarship is normally for two years but the scholarship may be held for one year only, depending upon the degree programme pursued by the scholar. The trustees impose no requirement that a scholar should study in Oxford for more than one year. A scholarship may be renewed, at the complete discretion of Trustees, for a third and final year for those who were initially admitted to Oxford to pursue a doctoral degree.
A Rhodes Scholarship covers approved university and college fees for which payment is made directly to the Scholar’s college. It also covers living expenses sufficient to enable a Scholar to meet the necessary expenses for term-time and vacations. The Trust will also meet the cost of a Scholar’s air travel, economy class, to the United Kingdom and of return to India on completion of studies at Oxford.
Tenure of other awards in conjunction with a Rhodes Scholarship is not permitted without prior consultation with the Secretary to the Trust in Oxford.
The Scholarship for which application is to made in 2010 will be tenable from October 2011
Conditions of Eligibility
- The Scholarships are open to citizens of India.
- Candidates must be of such an age that they will have passed their 19th and not have passed their 25th birthday on the 1st October 2011.
- Candidates must have at least a first class degree in Humanities, Sciences, Law, Engineering, Agriculture or Medicine from an Indian University. Candidates who are in the Final year of a degree course and have exceptionally bright academic record may also apply.
- Candidates for medical studies should consult the Secretary, as well as the Medical School Offices at Oxford, before submitting an application. Particular difficulties may arise for those wishing to do research in clinical departments.
- Marriage is not a bar to applying for, or holding, a Rhodes scholarship. However, married candidates should bear in mind that the scholarship stipend is sufficient only for one person, and that the Trust takes no financial responsibility for the support of a scholar’s spouse. Moreover, spouses who are not British citizens will find it very difficult to obtain permission to undertake paid work in England.
- Subject to ratification by the Rhodes Trustees, the Committee of Selection for India is responsible for deciding whether candidates comply with forgoing conditions, and for making the nominations
Basis of Selection
In making nominations, the Selection Committee will have regard to those qualities which Cecil Rhodes listed in that section of his will in which he attempted to define the type of Scholar he was seeking; literary and scholastic attainments; fondness of and success in outdoor sports, qualities of truth, courage, devotion to duty, sympathy for and protection of the weak, kindliness, unselfishness and fellowship, exhibition of moral force of character and instincts to lead and to take an interest in one’s contemporaries.
Qualities of intellect, character and leadership are what the committee will be looking for in a candidate. A Rhodes Scholar should not be one-sided or selfish. Intellectual ability must be founded upon sound character and integrity of character upon sound intellect. Cecil Rhodes regarded leadership consisting of moral courage and interest in one’s fellow beings as in the more aggressive qualities. It was his hope that a Rhodes Scholar would come to esteem the performance of public duties as the highest aim. Continuing physical vigor to enable a Scholar to make an effective contribution to society is as important as prowess in a particular sport.
Financial need gives no special claim to a Rhodes Scholarship. The will lays down that no student shall be qualified or disqualified for election to a Scholarship on account of race or religious opinion.
In the absence of sufficiently qualified candidates the Selection Committee will make no nomination.
Method of Selection
Candidates should make and submit an application before 31st July, 2010. The preferred means of application is on-line via the link to be published on the Rhodes Trust websites from the end of May 2010 http://www.rhodesshouse.ox.ac.uk / section / rhodes-countries or http://www.rhodesscholarships-india.com/Candidates who have difficulty submitting on-line should submit by registered post to the Secretary of the Selection Committee, using the application form from attached to this Memorandum. The material specified must be furnished before 31st July, 2010.
In the normal course, applicants are short listed for a preliminary, personal interview, held at four regional centres including Mumbai (Pune), Bangalore, Kolkata and Delhi. Candidates selected from these regional interviews are then called for the final interview in December. No candidate can be selected without appearing for the final interview.
The granting of an interview is entirely within the discretion of the Selection Committee. Traveling expenses (2nd class return rail fare) of candidates invited for the final interview will be paid by the Rhodes Trust. Candidates for interview must bring with them their original certificates.
Candidates who do not receive any communication by December 1, 2010 must assume that their application has been unsuccessful.
Material to be submitted by the candidates
Candidates applying online may upload electronic copies of the following documents. However, all candidates for interveiw must bring with them their original certificates, as indicates below.
1. Either a School leaving certificate or an extract from an University Register signed by the Registrar, as evidence of age (attested copy only, which will not be returned).
2. Evidence of Courses taken and degrees, honour and other academic distinctions obtained. This evidence must be formally certified by Registrar or any other responsible officer of the candidate’s University (attested copies of certificates only, which will not be returned).
3. (a) A signed essay (preferably typed) by the candidate detailing the proposed course of study at Oxford, general interests and activities, including sports and the future aims of the candidate.
(b) The essay should not exceed 1000 words and should be in simple and direct English.
(c) Please take time and write this essay carefully because it essentially forms the basis for the candidate’s interview. The essay will be read not only by the Selection Committee but also by the Oxford Colleges to which the successful candidates apply for admission.
4. The names and addresses of six persons well acquainted with the candidate, under at least three of whom he/she must have studied. Please ensure that at least three of the six referees write about the candidates academic ability and attainments. These references will be used in making application to Oxford Colleges. It is neither necessary nor desirable to include names of prominent persons in the country, if they do not know the candidate well. Such references often go waste. Instead include names of those who know the candidates well and know their strengths and weaknesses.
5. One unmounted passport size photographs.
6. A medical certificate on the special form provided by the Rhodes Trust, from an approved doctor will be required from the candidates short listed. The Rhodes Trustees reserve the right to cancel the selection of any candidate with an adverse report.
Procedure after Selection
On receiving of election a Scholar will be asked to state in order, the colleges to which the successful candidate would most wish to obtain admission. A special form for this purpose will be supplied to the Scholar-elect by the Secretary of the Selection Committee. This form should reach Rhodes House by 3rd December, 2010. Any change of address of Scholar-elect should be communicated to the latter and to Rhodes House.
Copies of the Oxford University Prospectus, Graduate Studies Prospectus, and Examination Decrees and Regulations will be issued to each Rhodes Scholar-elect after the election. Detailed information regarding these is also available on University of Oxford’s website http://www.ox.ac.uk/ The Scholar will come into residence at Oxford in October, 2011. Postponement will not be sanctioned save in exceptional circumstances, and with the express permission of the Rhodes Trustees. The first installment of the Scholarship will be paid at the beginning of the Scholar’s first term at Oxford. No request for earlier payment will be considered.

How do I apply?
Please read carefully the steps below to check whether you meet the eligibility criteria for 2010 Scholarships and how to apply. You can apply to study at any of Scotland’s 17 Higher Education institutions and you can apply to up to three universities/courses.
Step One
Check that you meet all the eligibility criteria below.
You should:
- not have completed an undergraduate degree in Scotland (4+ years duration)
- have a conditional offer of a place at a Scottish university on an eligible course
- be a citizen of Canada, the People’s Republic of China, India or the USA
- ensure you can meet the costs of living and remaining tuition fees
- complete the online application process and send or post your application along with any supporting documents to your selected institution by the closing date 11 June 2010.
If posting your application please ensure you leave enough time so that it arrives by 11 June 2010.
Step Two
You Should:
- Click through to the institution of your choice using the links provided to see which courses are available and make your choice. For inspiration, here is a guide to the priority subject areas on offer.
- Ensure the course you are applying for is a Masters level programme in one of the following broad subject areas: science, technology, arts and creative industries, financial services, renewable and clean energy.
- Ensure your chosen course is full time and delivered in Scotland and not online or by distance learning. You can choose up to three universities/courses to apply for.
Step Three
- In order to help you complete the application form we advise that you prepare in advance a personal statement of between 350 – 400 words on ‘why you have chosen to study in Scotland and your reasons for choosing to study at a particular institution and course of study.’
- Complete all relevant sections of the Application form. The Application form will allow you to save your details and return to it at a later date. To do this, use the Save for Later option at the end of the form.
- Once you are sure all sections are complete and correct then use the Submit option at the end of the form.
- You will then receive an email with a Pdf copy of your application form attached. It is important that you follow the instructions carefully in this email or your application will not be complete.
