Scholarships in Australia for international students looking for PhDs are almost impossible to get.  The sad reality is that the Australian system, as it looks outward, is not about expanding global influence and bringing top talent into the country.  It is about utilizing international students as cash cows.  The applies across all levels of the Australian university system, from Bachelors degrees where students can graduate English only programs barely speaking English to PhD students.

If you want a scholarship, your best options are to look for PhD positions that are basically posted as jobs.  See PHDSEEK.COM These do not give you the freedom to do research in your own area of interest, unless the stars align.  They almost always are exclusively are for the sciences.

Universities have a few scholarships, but they are super competitive and may include 2 for the whole university and you will probably be competing with domestic students for them.  Most Australian international students at the PhD level are not getting any scholarships and any funding from inside Australia.  Sometimes outside organizations like AAA caneberra scholorships provide scholarships for people from a certain country doing research on relationships between the two countries. 

If you are an international student and you want funding as an international student, your best option is not to seek funding inside Australia but domestically from your home country.  As some one who has been there, done that, it is the reality of the situation that you should be fully aware of going in.
