According to Burack and Smith, the following factors have been regarded as the main reasons for failure of training programmes

(1) The benefits of training are not clear to the top management.

(2) The top management hardly rewards supervisors for carrying out effective training.

(3) The top management rarely plans and budgets systematically for training.

(4) The middle management, without proper incentives from top management, does not account for training in production scheduling.

(5) Without proper scheduling from above, first line supervisors house difficulty production norms if employees are attending training programmes.

(6) Behavioural objectives are often not precise.

(7) Training external to the employing unit sometimes teaches techniques on methods contrary to practices of the participants' organisation.

(8) Timely information about external programmes may be difficult to obtain.

(a) Trainers provide limited counselling are consulting services to the rest of the organisation.
