What are the hindrances that Personnel Department have to overcome to make a proper selection of employees?

(1) Defective Recruitment Policies—The main source of recruitment in Indian industries is jobbers or contractors who recommend or select the employees. This system has ltd to many abuses. New methods of recruitment viz. employment exchanges, labour officers etc. have been introduced in some public sector udertakings but the traditional method of recruiting workers through intermediaries in still popular in private industries.
(2) Old Selection Techniques—Old selection techniques are generally employed in Indian industries except a few public sector undertakings. Interview is still regarded as the most effective technique of selection. Use of different psychological tests are made only to select the personnel at management levels in some industries. Generally psychological tests are disregarded.
(3) Untrained selector—Selectors in Indian industries are not aware of the modern techniques of selection. They use interview as a technique of selection but they are not fully trained even in the technique of interview. Their behaviour with the prospective candidates in most of the cases is unwarranted and in some cases, it is in human too. Selection techniques are devised by persons who have inadequate knowledge of industrial psychology.
(4) Prejudication—Generally no scientific procedure of selection is adopted for hiring the worker at lower levels. Recruitment and selection techniques do not emphasise on future development of the personnel. Indian sector prefer candidates who are recommended by the relatives of the existing employees whether they are fit for the job or not. Preference, not the quality, is the basis of selection of workers. Thus unqualified workers get appointment and suitable persons are left.
(5) Lack of Manpower Planning—There is very little use of manpower planning in Indian industries. No efforts are made to forecast manpower needs. Generally persons are recruited as and when the posts are vacant. Good persons are not available at all times. Therefore there is always a problem of skilled workers.
(6) Attitude of Employers—The attitude of Indian employers towards employment is not favourable. They recruit the workers for a short time just to deprive them of the statutory benefits. Therefore they do not hire good workers. They are not in favour of hiring good personnel or developing new techniques of selection or training.
