Restriction to apply for IPRS

Is there any restrictions to apply for IPRS (International Postgraduate Research Scholarship), to do higher studies in Australia?

The following categories of students are not eligible to be covered for a scholarship under the scheme:
an overseas student who has already obtained a PhD degree or equivalent;
an overseas student who has already obtained a Masters degree by research and who seeks to undertake another Masters degree by research;
an overseas student who has commenced PhD study in a participation institution prior to 1 January of the year for which the scholarship is to be awarded;
an overseas student who has commenced Masters by Research study in a participating institution prior to 1 January of the year for which the scholarship is to be awarded.
