which country is better for masters in bio-medical & instrumentation engineering? USA or GERMANY? which exams or courses i have to pass for these countries?

I think it would be best to pursue Masters in bio-medical & instrumentation engineering from Germany as there some good universities. Here's the list:
RWTH Aachen University
Hamburg University of Applied Sciences

i think Lugansk State Medical University in Ukraine is better for the bio- medical & instrumentation engineering. because it is the most popular university in Ukraine. and it is one of the top most university in Europe.

I think Germany is the better option for Biomedical engineering as we all know most of the people go for MS in USA.If you wish to do Instrumentation then better to opt Gulf countries.Saudi Arabia is the better choice for Instrumentation as the career opportunities are more.
