Is there any scholarship for doing PhD at Victoria in Australia?

I came to know about Government of Victoria, Australia, awarding scholarships to top ten scholars from India to pursue their Ph.D. degrees at one of Victoria's nine universities from 2012 onward. The scholarships, worth $ (Australian) 90,0000 each, will be provided under the Victoria India Doctoral Scholarships Programme.
The following nine universities will provide a full tuition waiver and the scholarship will support living costs and education-related travel.
Students from India can apply to Victoria's universities such as Deakin University, La Trobe University, Monash University, RMIT University, Swinburne University, The Australian Catholic University, The University of Melbourne, University of Ballarat and Victoria University.
