Collage transfer problem

Hello Sir
I have left my engineering collage before 2 years and now i want to transfer my collage so i have visited my collage and told him to transfer collage but they told me to pay all semester fees. they are not providing NOC latter. I was in selffinance collage. please let me know what to do?
