Refund of fees paid for unattended IELTS test

I was not able to attend for IELTS exam for two times. But I had paid the fees. Can I get the fee amount refunded?

I think if a candidate is absent for the IELTS test on two occasions and requests a refund, the British Council will refund 70% of the test fee deposited.
