Can I apply for Anna University Research Fellowships while doing Phd? Or should I qualify for the scholarship before doing Phd?

Those scholars who have already registered for Ph.D. programme in Anna University during July 2012 are eligible to apply for this fellowship in the prescribed ACRF application form.
