I am doing my marine engineering course 1st year and now 17 years old. Can I apply for Commercial diving course conducted by Indian Navy at Kochi center ?

No. you cannot apply for the programme, For Commercial diving course you should be above 18 years and below 28 years as on 29 October 2012.
