What is meant by labour welfare in HRM?

International Labour Organisation defines labour welfare as "Workers' welfare should be understood as meaning such services, facilities and amenities which may be established in, or in the vicinity, undertaking to enable the persons employed in them to perform then work in healthy, congenial surroundings and provided with amenities conducive to good health and high moral."
