I have prepared for CAT almost a year and appeared in Nov 2015. Also I have many friends who have appeared for GRE at the same time.
Thus I could say thatÂ
CAT is tougher than GRE.
Lets enlist the differences :
- As stated the Quantitative Ability, Logical Reasoning and Data Interpretation sections of CAT carry a higher level of difficulty than GRE.
- For Verbal Ability and Reading Comprehension, I would say that, if you have prepared for VARC as for CAT, GRE won’t pose much challenge.
- Nature of Examination - GREÂ
# Could be taken at a time when you feel you are prepared to take itÂ
# Can be taken multiple times in the same yearÂ
# The score is valid for three years
# You have a variety of universities to apply for as per your preference
# The selection process is all in the hands of the universities you apply for
# 2 months preparation is enough
# Only one page SOP is enough for them to weigh your candidature

Being from an IIT and having given both exams, I had like to say that the verbal section of both the tests were at par with each other. The quantitative section, though was way easier in GRE (probably of the standard of class 9 or 10) while the quantitative section in CAT was difficult. (I remember having practiced one of the questions during my preparation for JEE). So, holistically, no, GRE is not tougher than CAT.

As per my opinion CAT is more tough.
