eligibility for IBPS IT specialist officer scale I and Scale II

Please tell me whether IBPS IT Officer scale I and Scale II are having the same eligibility requirements or not ? What is the difference between these two posts ?

Scale 2 needs experience. For scale 1 officer freshers can apply
