Please provide a solution

This question was given in 1996 ME paper

1) In an assembly line for assembling toys, five workers are assigned tasks which take times of 10,8,6,9 and 10 respectively.The balance decay for the line.

As per my knowledge Balance decay=100 - Line Efficiency

So Line efficiency=Total time / (no.of.Work stations * Maxtime)
= 43/(5*10)
=86

So the Balance decay will be 14%.

But the answer is given as 16.3%.

Please let me know whether my solution is correct, else provide a solution for the same.
