Today is just December 17th and why are you waiting till December 31 ? Anyway you can submit the application till January 31 with a late fee of Rs.1000, and your confirmation page should reach Delhi before February 5th. So the total application fee will be 2000 for General category and 1550 for SC/ ST / PH
