The Ministry of Social Justice and Empowerment provides 30 Overseas Scholarships and 5 Passage Grants, under National Oversees Scholarship from the following eligible category candidates for pursuing higher studies abroad in the areas Engineering, Management,
Pure Sciences,Agricultural Science, and Medicine:-
Scheduled Castes
Denotified Nomadic and semi-Nomadic Tribes
Landless Agricultural Labourers and Traditional Artisans

Sure you are eligible, there is no such thing as ST category in the Overseas Scholarships
