1. Start the preperation early even before you complete 10+2, because it involves a lot of planning and it will take time for choosing the exact course, selecting the country/ universities, applying, and finally going abroad.

2. Find out your area of interest of study, take the choice of the exact course. Choice of the place where the best course in the field of your choice is available

3. Choose is the university and ascertain about the recognition status of the particular degree from the university/college across the world.

4. While Choosing the place of your study consider the the courses for which different the country is  known for. For example, USA is known for finance and business management, Singapore for hospitality, business management and polytechnics and UK for English literature, economics, business management, mathematics, nursing, law, art and design.

5. Another important consideration is about fee and living expenses as these vary across countries.

6. If there is a financial constraint, it is better to choose a country where you can work part time during your studies and you are also allowed to stay on after completing your' course. For example, New Zealand and Australia are the best places for in this respect.

7. Also check the admission and visa requirements  of your choice of destination.

Well, thanks a lot for sharing it with us, and I also want to add some points on this on behalf of my opinion and research over the internet.
You have mentioned almost all points but something which is also most important such as dedication, self-motivation, concentration and hard work.
Thanks
