Personnel Management is a two fold function - Line and staff. explain.

Personnel administration is a staff function. It provides only the advice to the line authority and assists the line executives in developing the personnel policies and procedures by providing necessary expert advice. It interprets the policies procedures and programmes to different management levels of to deal effectively with their subordinates. Personnel manager is an advisor and not the executor.

Personnel Administration is a line authority. The administration of personnel is not the responsibility of the personnel manager. He can only advise the line executive and the line executive is responsible for formulating and executing the policies. But within the personnel department itself. Personnel manager has line authority overall the managers under him.
